Повадился собака, беглый крымский хан Мустафа, сын Джемиля, останавливать караваны торговых людей, идущих в Крым по Херсонскому шляху. Собрал вокруг себя таких же псов шелудивых, закона не знающих, тела свои оккультными символами оскверняющих, и лихоимство творит.
Вместо князя же в Киеве сидит самозванец, беспробудному пьянству подверженный, а потому дать укорот лиходеям не способный и не желающий.
В войско киевское также набрали людей лихих, ранее в острогах сидевших за злодейства тяжкие, дисциплины никакой, произвол творят и в неких аватариев превращаются. Что это за зверь невиданный нам неведомо, токмо сказывают, что аватарии сии себя не помнят и многие беды творят в беспамятстве, как себе вред учиняют, так и добрым людям.
Посему самозванец киевский крымскому беглому хану укорот дать не способен, и люди торговые из Херсона, Одессы и Николаева челом царю бьют, чтобы послал войско выбить крымского хана с Херсонского шляха.
Одначе люд торговый из края Краснодарского и края Ростовского просят погодить с войском, ибо люба им затея собаки Мустафы. Их торговые караваны от таких оказий только больше доходу приносить стали, посему его бесчинства и казне государевой пополнение знатное принесут.
Награждать Мустафу за такое, конечно, как-то негоже, но и укорот ему, царь-батюшка, делать погоди, ибо невольно своим скудоумием приносит он пользу государству Российскому.
