Сайт Госуслуги gosuslugi.ru и электронное Правительство Медведева снова пытается провернуть схему непонятно в чьих интересах, теперь финансовую с оплатой госпошлин.
На портале сообщается, что можно оплатить госпошлину со скидкой 30%, при этом ссылается на норму "Оплачивать госпошлины со скидкой можно до 1 января 2021 года — Статья 4 Федерального закона от 27.11.2018 № 424-ФЗ." Однако в указанной сайтом Госуслуги статье о скидке ни чего не сказано.
О том, что можно оплачивать госпошлину не в полном объёме говорится в п. 4, ст. 333.35 НК РФ "Размеры государственной пошлины, установленные настоящей главой за совершение юридически значимых действий в отношении физических лиц, применяются с учетом коэффициента 0,7 в случае подачи заявления о совершении указанных юридически значимых действий и уплаты соответствующей государственной пошлины с использованием единого портала государственных и муниципальных услуг, региональных порталов государственных и муниципальных услуг и иных порталов, интегрированных с единой системой идентификации и аутентификации."
Таким образом, законом стимулируется использование электронных порталов госуслуг населением, а на деле сайт Госуслуги пытается стимулировать оплату через операторов мобильной связи и электронные системы, в том числе VISA, MasterCard, МИР.
Но если у Вас отсутствует банковская карта с возможностью электронной оплаты через сеть Интернет или вы не хотите переплачивать за оплату через оператора мобильной связи, то сайт Госуслуги вовсе не предоставит возможность оплатить госпошлину и услугу вы не получите.
Всё потому, что на портале не формируется счёт с реквизитами для оплаты госпошлины, который возможно было бы оплатить через мобильный банк или физическую кассу отделения банка. При этом специалисты сайта Госуслуги рекомендуют воспользоваться, для оплаты госпошлины, банковской картой третьих лиц.
Однако, сайт Госуслуги не предупреждает, об отсутствии возможности оплаты госпошлины вне сайта.
