Российская политическая элита, которая кладет миллиарды себе в карман с продажи нефти и газа, с большой помпой пообещала простому народу бесплатно собирать валежник с 1 января 2019 года.
Издание «Российская газета», официальный орган правительства России, и другие влиятельные СМИ (ТАСС, ВГТРК…) сообщали, что Президент Путин, глава Госдумы Володин и председатель Софеда Матвиенко подписали все соответствующие документы

Однако по факту, согласно статьям 11 и 32 Лесного кодекса РФ (ЛК РФ) после внесенных изменений сбор недревестных лесных ресурсов, в список которых и добавили валежник, можно проводить на основании договоров аренды лесных участков! В кодексе ни слова нет о том, что аренда бесплатная! Наоборот статья 73 описывает хитрый порядок расчёта арендной платы, детали которого сложно найти в публичном пространстве даже сети Интернета.
Вот выдержки из ЛК РФ:
Статья 11. Пребывание граждан в лесах
1. Граждане имеют право свободно и бесплатно пребывать в лесах и для собственных нужд осуществлять заготовку и сбор дикорастущих плодов, ягод, орехов, грибов, других пригодных для употребления в пищу лесных ресурсов (пищевых лесных ресурсов), а также недревесных лесных ресурсов.
Статья 32. Заготовка и сбор недревесных лесных ресурсов
п.4. Граждане, юридические лица осуществляют заготовку и сбор недревесных лесных ресурсов на основании договоров аренды лесных участков.
Статья 73. Арендная плата
2. При использовании лесного участка с изъятием лесных ресурсов минимальный размер арендной платы определяется как произведение ставки платы за единицу объема лесных ресурсов и объема изъятия лесных ресурсов на арендуемом лесном участке.
И таких примеров можно привести огромное множество.
Возникает вполне справедливые вопросы: почему руководство страны не выполняет свои обещания? Как долго можно обманывать собственный народ?
Мне кажется, что ждать осталось совсем недолго…
