Пенсионный подход СовФеда к контрактной системе.
Слушая обсуждение сотрудниками Минфина и аппарата Совета Федерации тезисов по изменениям контрактной системы, которые уже одобрены обеими палатами и находятся у Президента на подписи, сложилось мнение, что продумывались изменения только с позиции интересов госзаказчиков, и теперь контрактное законодательство будет ещё более монополизировано.
В части всё больше банковского сектора будет в госзаказе, в виде гарантий, а государственные и муниципальные организации не обязаны будут предоставлять эти гарантии.
Значит акцент Госдумы и СовФеда делается на развитие монополий и государственного сектора в госзаказе.
С малым бизнесом и единственным поставщиком какая-то клоунада, в том числе и спризнанием закупок не состоявшимися.
Эти изменения если не дробью частный бизнес в сфере госзакупок, если вообще ещё такой остался (имею ввиду не аффилированный с чиновниками) , то камень в его сторону будет приличных размеров.
Путин, ещё вчера на съезде законодателей, говорил, что нужно обращать внимание на правоприменительную практику в сфере контрактной системы.
Но, похоже, что этот важный нюанс парламинтариев совсем не интересует, как изменять корумпированную правоприменительную практику они и не думали, и все надеются на компетентные советы ФАС, которые в данном вопросе, такими не являются.
Очевидно, что парламентарии, контролирующие чиновников, отдавать "свои" госконтракты ни кому не собираются. И очередные законодательные нормы, упращающие распил будут приняты.
Главное, что СовФед не заинтересован в ошибках, то есть в не проверенных поставщиках, так о какой конкуренции можно вообще говорить в России?
Это самый настоящий пенсионный подход к делу!
