Ни ЧС, ни самоволочка.
Сегодня меня остановил наряд полиции,
спрашивали куда иду, зачем и т.д. Сказали, что мол нарушаю чей-то режим...
Вернувшись домой, выяснил, что недавно молниеносно был принят новый закон изменивший Кодекс об административных правонарушениях, а именно была добавлена на мой взгляд "сказочная статья" 20.6.1. КоАП РФ : Невыполнение правил поведения при чрезвычайной ситуации или УГРОЗЕ ЕЁ ВОЗНИКНОВЕНИЯ (введена Федеральным законом от 01.04.2020 N 99-ФЗ).
Штраф по этой статье: на граждан в размере от одной тысячи до тридцати тысяч рублей.

Написал, что статья "сказочная" потому что в КоАП есть и другая, нормальная: Статья 20.5. КоАП РФ Нарушение требований режима чрезвычайного положения. И наказание по ней адекватное: на граждан в размере от пятисот до одной тысячи рублей или административный арест на срок до тридцати суток.
Получается, что после введения новой "сказочной статьи" Конституция Российской Федерации перестала гарантировать свободу гражданам.
Статья 27 Конституции РФ теперь не в моде: "Каждый, кто законно находится на территории Российской Федерации, имеет право свободно передвигаться, выбирать место пребывания и жительства."
Может быть мы теперь незаконно находимся на территории России, потому что иначе это не объяснить. Органы правопорядка не проводят бесед, не призывают, они реально сразу угрожают наказанием.
Не знаю с кем кроме меня общались эти не представившиеся сотрудники полиции, возможно они были больны новым вирусом, справку тоже не представили. Интересно, как часто в полиции проводится проверка сотрудников на вирусы?
Если вас будут задерживать, обращайтесь. Я вернулся домой без штрафа.

Returning home, I found out that recently a new law was passed with lightning speed that changed the Code of Administrative Offenses, namely, a "fabulous article" 20.6.1 was added in my opinion. Code of Administrative Offenses of the Russian Federation: Failure to comply with the rules of conduct in an emergency or a THREAT OF ITS OCCURRENCE (introduced by the Federal Law of 01.04.2020 N 99-FZ).
A fine under this article: for citizens in the amount of one thousand to thirty thousand rubles.

He wrote that the article is "fabulous" because the Administrative Code contains another, normal one: Article 20.5. Administrative Code of the Russian Federation Violation of the requirements of the state of emergency. And the punishment for it is adequate: for citizens in the amount of five hundred to one thousand rubles or administrative arrest for up to thirty days.
It turns out that after the introduction of a new "fairytale article" the Constitution of the Russian Federation ceased to guarantee freedom to citizens.
Article 27 of the Constitution of the Russian Federation is no longer in vogue: "Everyone who is legally on the territory of the Russian Federation has the right to move freely, choose a place of stay and residence."
Maybe we are now illegally on the territory of Russia, because otherwise it cannot be explained. Law enforcement agencies do not conduct conversations, do not call, they really immediately threaten punishment.
I don’t know who these unidentified police officers communicated with except me, perhaps they were sick with a new virus, they didn’t provide a certificate either. I wonder how often the police check employees for viruses?
