Как же восхитительно жить в такой стране, как наша!
Недавно прошел слушок про отмену ясельных групп в детских садах – решила погуглить и проверить нашу очередь. Встали в очередь в 2011г, были 9-е, сейчас вклинилось еще 5 человек. Просмотрела – сплошь внеочередное и первоочередное право у всех перед нами. Неужели сироток и инвалидов так много появилось и переехало? Нет, все оказалось намного печальнее. На данный момент внеочередное право имеют:
1. дети судей (закон от 92г)
2. дети прокуроров (92г)
3. дети граждан из подразделений особого риска (91г)
4. дети, родители которых проходят службы в органах по контролю за оборотом наркотических средств (2006г)
5. дети сотрудников Следственного комитета Российской Федерации (2010г)
6. сиротки, детишки после ЧАЭС, а также детки лиц в возрасте от 18 до 23 лет, у которых, когда они находились в возрасте до 18 лет, умерли оба или единственный родитель (наверняка полстраны таких).
Первоочередное право, благодаря федеральному закону 2011г №3-ФЗ «О полиции»:
1. дети сотрудников полиции
2. дети сотрудника полиции, погибшего вследствие увечья или иного повреждения здоровья, полученных в связи с выполнением служебных обязанностей
3. дети сотрудника полиции, умершего вследствие заболевания, полученного в период прохождения службы в полиции.
4. дети гражданина Российской Федерации, уволенного со службы в полиции вследствие увечья или иного повреждения здоровья, полученных в связи с выполнением служебных обязанностей.
5. дети гражданина Российской Федерации, умершего в течение одного года после увольнения со службы в полиции вследствие увечья и тд.
6. дети, находящиеся на иждивении сотрудника полиции
7. дети сотрудников органов внутренних дел, не являющихся сотрудниками полиции (лень смотреть, что это значит, но звучит это классно)
8. дети-инвалиды, дети из многодетных семей и военнослужащих.
А вот всего лишь преимущественное право у:
1. детей одиноких матерей
2. детей педагогических работников
3. детей, родные братья и сестры которых уже посещают дошкольные группы данного учреждения
Я пять раз перечитала данный документ (http://ec.mosedu.ru/norm_docs/pravo.doc). И не нашла графы «потерявшие кормильца» для простых смертных. То есть, если умер муж, работавший в органах, – ты спокойно сдаешь дитё в садик и идешь работать, а вот если муж был не из списка избранных – сиди-кукуй на жалкое пособие, пока места появятся после детей всех судей-прокуроров-полицейских и «сотрудников органов внутренних дел, не являющихся сотрудниками полиции».
Ну сиротки, пострадавшие на ЧАЭС, инвалиды, многодетные – они всегда были льготной категорией, тут вопросов нет, право у них полное, и не так их много, в конце концов. С судьями-прокурорами – законы приняли 20 лет назад (1992г), с тех пор их количество немножко так подросло, ну это не так критично, судей на всю Россию около 30к. Все эти льготные категории везде прописываются, но по факту их настолько мало, что дай бог один-другой льготник будет на весь садик.
Но вот с полицией – это что-то: если папа-полицай, то одинокая мама сидит в сторонке и не имеет возможности выйти на работу. А сколько их, этих полицейских и их детей? На 1 детский садик и на 1 возрастную группу – примерно 5, это треть группы, а по санитарным нормам - половина. А если учесть, что по постановлению пр-ва Москвы с 2013г в первую очередь набираются младшие группы, а уж потом, если что-то останется, формируются ясельные (которых в этом случае почти не останется), то детские садики будут забиты именно детишками полицейских, а вот обычным семьям придется высиживать своих детей до школы. Красота.
А еще печальнее, что дети педагогов упомянуты всего лишь в преимущественном праве, а вот дети всяких пожарных и медработников не упомянуты вообще. Хотя в те же далекие советские времена милиционеры, медработники, педагоги и пожарные составляли почти единую нишу уважаемых людей, хранящих нашу страну и граждан от всевозможных напастей, и каждый школьник хотел стать именно кем-то из них. Ну или космонавтом. А сейчас?
Кто слабый – тот утонет. Естественный отбор – это замечательно, но вот выплывут не только сильные, но и то, что всегда плавает.
