В доме грязные полы и не работает лифт? Повод избавиться от управдома!
В сентябре в России начнутся экзамены для управдомов, по итогам которых самые лучшие управляющие компании (УК) получат лицензии. Без этого разрешения после 1 мая следующего года работать в жилых домах коммунальщикам будет нельзя.
Но и сам этот документ не сможет гарантировать УК долгую и спокойную «жизнь» в доме — чтобы сохранить лицензию придется поработать, уверены в Минстрое. Необходимо будет делать все, что нужно для обеспечения комфортного проживания в доме. Это влажная уборка, работа лифта, освещение, работа инженерных систем. В конце концов, это проверка фундамента, подвала, крыши. Это санитарная обработка и истребление насекомых и грызунов. «Собственники на собрании могут заказать управляющей компании выполнение дополнительных работ — например, консьержа посадить или газон поливать. Но главное — соблюдать основные правила, и к УК не будет претензий», — пояснил ранее в интервью «РГ» замминистра строительства и ЖКХ Андрей Чибис.
Если эта работа будет выполнена плохо, то управдом может лишиться работы на несколько лет. По новым правилам, если жилинспекцией зафиксировано два нарушения, по которым есть решение суда о привлечении к административной ответственности руководителя управляющей компании или к самой компании, такая организация покидает дом. «Вот в таком порядке: нарушил, появилась жалоба жильца, выдано предписание, которое в срок не исполнено, суд направляет одно, второе взыскание. Если на них реакции нет — уходи из дома. Таких домов стало более 15 процентов? В судебном порядке аннулируется лицензия. Честно? Абсолютно, — пояснил Чибис. — Самое главное, у людей появляется инструмент защиты своих прав. Они теперь не должны бегать, собирать своих соседей, биться в офисы управляющих компаний, обрывать телефоны диспетчерской службы, пытаться организовать собрание».
Кстати, аттестацию придется проходить и руководителям жилинспекции в регионах. «Компетентность нужно проверять у всех работников коммунальной сферы, в том числе и у чиновников. Поэтому и устраиваем всероссийский экзамен», — добавил замминистра.
