Более того - арабы в Европе (ну и не только арабы, а беженцы вообще) ведут себя намного более отвязно, чем вели у себя дома. И это закономерно.
Причина отвязного поведения беженцев в Европе очень проста - привычного для них порядка, который был в Сирии, Ираке, Афганистане и других "странах исхода" - вокруг них больше нет. Нет законов шариата, нет строгих имамов. Женщины вокруг не ходят в хиджабах. Нет многих сдерживающих факторов и ограничителей, к которым они привыкли, среди которых воспитывались с малых лет. Вокруг беженцев есть непривычный для них европейский порядок, который они и порядком даже не считают, а считают вольницей и вседозволенностью.
Старого "арабского" порядка вокруг беженцев нет, а новый "европейский" они не воспринимают как порядок, потому что не приучены к нему, не воспитывались в нем.
Сами собой интегрироваться в европейское общество беженцы не будут. Не будут и все тут. Им проще воспроизвести в районах, где они проживают, свой привычный порядок, а за пределами своих районов они будут чувствовать себя попавшими на территорию вольницы и вседозволенности, соответственно этому и будут себя вести.
А новогодние события в Кёльне - просто иллюстрация этого.
