Прошло уже 5 месяцев со дня выборов. Я решил разобрать, что происходит в муниципалитетах, где Единая Россия взяла меньшинство мандатов.
**Владимирский**
12 Яблоко, 3 СР, 5 Самомедвеженцы
Главой округа избрали депутата от Яблока, со скрипом назначили нового главу муниципальной администрации. Часть депутатов почему-то хотели избрать главой МА бухгалтера, которая была в прошлом созыве у единороссов. Это самый интересный сейчас округ: там самые разные депутаты, и при этом процессы никак не контролируются городской администрацией.
**Литейный**
11 яблоко, 8 ЕР+Самомедвеженцы, 1 Самовыдвиженец.
После выборов местные единороссы, из уходящей команды депутатов, задним числом поменяли устав. Теперь главу можно избрать только двумя третями — и яблочникам не хватает голосов. Яблочная команда не признаёт изменение устава, судятся по этому поводу, параллельно проводят свои заседания большинством депутатов, и заседания эти не признаёт бывший-нынешний глава-единоросс. Суд решения этих заседаний тоже не признает. Бюджет не приняли. Живут по 1/12 ежемесячно от бюджета прошлого года.
**Мурино (Ленинградская область)**
Там у Яблока избралось 13 депутатов из 20. Двоих депутатов власть сумела купить, они сдали мандаты, но большинство ещё у яблочной команды. Главой совета избран депутат от яблока, но суд отменил это решение. Совету надо устав менять, из-за смены статуса Мурино с поселка на город. Голосов у яблочников для этого не хватает. Единоросы не дают принять устав. Администрация хочет распустить совет, но сделать юридически это сложно.
**Смольнинское**
Ещё один округ в центре, где у ЕР меньшинство — 4 из 20. Но нет большинства в оппозиции: 7 яблочников, 3 депутатов от штаба Навального, 6 из местной команды активистов. Председательствует глава из прошлого созыва, нового до сих пор не избрали. Яблочники блокируют голосование и пытаются договориться с активистами, часть из которых дрейфует в сторону ЕР. Бюджет не утвердили и главу администрации не избрали. По накалу страстей один из самых интересных округов.
**Остров Декабристов**
Через суд яблочники вернули украденные мандаты. Теперь у Яблока будет 5 депутатов, у ЕР 4, и ещё один — бывший единоросс, прошлый глава совета, разругавшийся со своими. Тут нужно будет заново выбирать главу и оспаривать решения бывшего состава депутатов в суде.
**Гавань**
7 СР и 3 ЕР. Главой избрали Нелли Вавилину, известная активистка-эсерка. Она выдвигалась и победила в двух округах, но предпочла депутатствовать в Гавани. Депутаты тут работают спокойно, скандалов нет — устойчивое большинство.
**Морской**
5 ЕР+самомедвеженец на 5 самовыдвиженцев из команды Ольги Галкиной. Депутат ЗакСа прошлого созыва. Долго не могли принять бюджет, но в итоге, вроде, проголосовали за вариант Единой России.
**№72**
Крепкое большинство Партии Роста: 15 из 20. Это тот самый совет, где сняли со стены портрет Путина, а избранный глава, Павел Швец, у себя в кабинете повесил его обратно. Депутаты работают в штатном режиме и разгребают то, что им оставили единороссы. Прошлый созыв потратил все деньги округа.
**Гражданка**
В этом округе от СР шла команда Михаила Амосова, который одновременно баллотировался в губернаторы от Гражданской платформы. У эсеров большинство, 11 из 20 депутатов, ещё двое — яблочники. Главой округа избрали бывшую помощницу Амосова Елену Беляеву, главой администрации — также соратницу Амосова Ирину Ласкателеву.
**Ульянка**
9 депутатов из ЕР, 3 депутата из партии Роста, 8 депутатов - активисты движения Ульянка Экология (из них 3 выдвинуты СР, 4 КПРФ и один самовыдвиженец). Глава избран от этих активистов, а замом кандидат от партии Роста.
Муниципалитет получил сюрприз от прошлого созыва в виде долга Ленэнерго. В сети появилось письмо от совета, что они не могут скорректировать бюджет из-за того, что часть депутатов бойкотируют заседания: 4 депутата от ЕР и еще 3, которых купил депутат ЗакСа Никешин .
**Южно-Приморский**
3 КПРФ, 3 ЕР, 1 РОСТ, 1 самомедвеженец, 2 самовыдвиженца.
Часть депутатов от КПРФ перекупили и они вместе с единоросами выбрали самомедвеженца главой. Там не совсем понятная ситуация, т.к. этот глава хочет пойти в ЗакС от СР. Глава администрации там тоже от единоросов.
**Обуховский**
5 партия Роста, 3 самовыдвиженцев и 2 ЕР. Главой округа избран Павел Бакулин от Роста, бывший депутат Заксобрания от СР. До этого три созыва возглавлял этот округ. Был директором Городского центра управления парковками, уволился после того, как на него подали в суд за растрату. Тихий совет депутатов, глава отказывается комментировать коррупцию в предыдущем созыве.
**посёлок Понтонный**
4 ЕР, 5 самовыдвиженцев и 1 Яблоко. Избран глава округа от ЕР, но при этом он слушает оппозицию.
**посёлок Петро-славянка**
Единственный муниципалитет, где большинство у КПРФ.
**посёлок Левашово**
Эсеры взяли большинство (8 из 10) при том, что ЕР вообще не провела ни одного депутата, ещё двое — от КПРФ и ЛДПР. Однако власть не сменилась: из-за конфликтов в совете депутатов
