Ростовые куклы и живые памятники
В центре Питера в отдельно взятой сфере снова начались девяностые с крышами и бандитами.
Схема разбоев такая: к туристам и жителям на улице пристают люди в плюшевых костюмах или разукрашенные в памятники. Фотографируются, а потом за это деньги вымогают. Натурально зажимают, угрожают и не выпускают туристов пока тем им денег не дадут.
Но это только часть схемы. Параллельно с этим орудуют карманники из той же банды. Пока одни деньги вымогают, другие воруют у напуганных людей.
Доходы там приличные. Рядовому составу полиции платят за то, чтобы те глаза закрывали. "Дань" передают по цепочке верхним полицейским чинам. Если организуется какая-то централизованная проверка, то эти куклы также организованно исчезают до этой проверки и появляются после ее окончания.
Крыша гоняет других уличных артистов, избивают их, обливают перцовым газом. Натуральный криминал.
Мы ходили в отдел по карманным кражам. Те разводят руками, говорят, что непонятно какие нарушения, им кажется, что проблема не так ужасна. Свой личный опыт переносят - меня не прессовали, так что все ок.
И проблема эта расползается по всем городам. По той же схеме орудуют в Москве, в Нижнем Новгороде. Про это вышло куча репортажей. На совете думали, что делать. Один из моих коллег единоросов предлагал "одеть пиджаки, сесть в гелендвагены и поехать к крыше разбираться по понятиям" (с) =)
Я снова предложил выдвинуть законопроект в ЗакС. Тем более, что там появился инициатива (https://www.fontanka.ru/2020/03/13/69028927/?utm_source=yxnews&utm_medium=desktop&utm_referrer=https%3A%2F%2Fyandex.ru%2Fnews) об уличных музыкантах. Законопроект надо только модифицировать и включить в него всех уличных артистов. Ростовые куклы конечно сложно назвать уличными артистами. Но по факту это они и есть.

And this problem is spreading across all cities. They operate according to the same scheme in Moscow, in Nizhny Novgorod. A lot of reports came out about it. I again proposed to put forward the bill to the Legislative Assembly. The bill only needs to be modified to include all street performers. Life-size puppets can hardly be called street performers. But in fact, this is what they are.
