За прошлую ночь прочитал документы из архива М. Салье, посвященные махинациям во время нахождения Владимира Путина на должности председателя комитета по внешним связям Мэрии Санкт-Петербурга (КВС).
Ничего нового в документах нет, обрывочно они были известны давно. Однако, при первом погружении, когда смотришь на даты документов, те цепочки в которые они разворачивались, понимаешь, что произошли очень нехорошие события.
Речь идет о бартере и экспорте сырья взамен на продовольствие для Санкт-Петербурга в 1992 году. Коротко без дат. Целиком все описано в докладе в том же архиве.
1) Владимир Путин (КВС) присвоил чужие полномочия по выдаче лицензий. Во время тех событий Комитет по внешним связям Мэрии Санкт-Петербурга не подчинялся МВЭС РСФСР, хотя имел схожее название. Процесс шел скрытно, и начался даже ДО появления всяческой переписки из п. 2).
2) Действуя вопреки законодательству — Постановлению Правительства РФ от 31.12.1991. № 90 — нормативно-правовому акту с печатью Правительства и положенным номером — КВС и Мэрия использовали личную переписку с зам. пред. правительства Егором Тимуровичем Гайдаром в качестве НПА (с другой нумерацией, выполена от руки, заверена печатью канцелярии), чтобы убедить таможню пропутить грузы и всех остальных в легальности происходящего.
(По-моему, это как если вместо диплома ВУЗа, выписанного ГАК, скрепленного гербовой печатью, используется записка с факсимиле ректора, написанная в отделе кадров и с печатью "Отдел кадров".)
3) Лицензии выписаны левым фирмам, с заведомо невыполнимым условиями, но даже без ответственности перед заказчиком. В одном контракте дефицит 6000%, — сырья хватит, чтобы купить лишь 1/60 заказанных продуктов, но штраф за непоставку продовольствия всего 2% (другими словами, мошенник забирает 100% с санкцией лишь в 2%). В другом контракте цена дефицитного сырья занижена в 600 раз по сравнению с мировыми ценами. Однако, комиссионные всюду 25-50%. В третьем контракте кроме оплаты бартерной поставкой надо еще и заплатить.
4) Честные таможенники и уполномоченный МВЭС РСФСР, заметили беспредел и не дали пропустить товары по лицензиям КВС. Депутаты Ленсовета направили запрос в Прокуратуру.
Очевидно, что относительно Владимира Путина вырисовывались две опции:
— деяния совершены без злого умысла, о. крупный ущерб нанесен из-за полнейшей некомпетентности;
— деяния совершены со злым умыслом, о. крупный ущерб нанесен путем самоуправства и/или мошенничества;
Любая из них должна была поставить крест на карьере его и мэра. Но нет.
5) Когда все вскрылось в Ленсовете, то Путина и КВС поддержали мэр Собчак и министр МВЭС РСФСР Авен, и его легализовали, введя КВС в МВЭС. Бдительные таможенники и уполномоченный МВЭС РСФСР были смещены. Запрос в Прокуратуру не окончился ничем, был наказан секретарь-стрелочник и даже не по существу вопроса.
Осталось неизвестно, проходило ли движение товаров и в каком объеме, по этим лицензиям.

2) Acting contrary to the legislation - Decree of the Government of the Russian Federation of December 31, 1991. No. 90 - a normative legal act with the seal of the Government and the required number - the KBC and the City Hall used personal correspondence with the deputy. prev. government by Yegor Timurovich Gaidar as an NLA (with a different numbering, executed by hand, certified by the seal of the chancellery), in order to convince the customs to pass the goods and everyone else in the legality of what is happening.
(In my opinion, it’s as if, instead of a university diploma issued by the SJSC, sealed with an official seal, a note with a facsimile of the rector, written in the personnel department and with the seal “Personnel department” is used.)
3) Licenses were issued to left-handed firms, with deliberately impossible conditions, but even without responsibility to the customer. In one contract, there is a deficit of 6000%, - there is enough raw materials to buy only 1/60 of the ordered products, but the penalty for non-delivery of food is only 2% (in other words, the fraudster takes 100% with a sanction of only 2%). In another contract, the price of scarce raw materials is understated 600 times compared to world prices. However, commissions are everywhere 25-50%. In the third contract, in addition to payment by barter delivery, you must also pay.
4) Honest customs officers and an authorized representative of the Ministry of Foreign Economic Relations of the RSFSR, noticed the lawlessness and did not allow the goods to pass under the FIC licenses. Deputies of the Leningrad City Council sent a request to the Prosecutor's Office.
Obviously, two options emerged regarding Vladimir Putin:
- the acts were committed without malice, oh. major damage was caused by sheer incompetence;
- the acts were committed with malice, oh. major damage was caused by arbitrariness and / or fraud;
Any of them had to put an end to the career of him and the mayor. But no.
5) When everything was revealed in the Leningrad City Council, Putin and the FAC were supported by Mayor Sobchak and Minister of the Ministry of Foreign Economic Relations of the RSFSR Aven, and he was legalized by introducing the FAC into the Ministry of Foreign Economic Relations. The vigilant customs officers and the RSFSR representative of the Ministry of Foreign Economic Relations were dismissed. The request to the Prosecutor's Office did not end in anything, the secretary-switchman was punished and not even on the merits of the issue.
It remains unknown whether the movement of goods and in what volume took place under these licenses.
