Из-за несовершенства законодательства управляющие компании (УК) многоквартирных домов накопили перед ресурсоснабжающими организациями долги.
Сегодня комиссия по горхозу приняла решение вынести в среду на заседание ЗакС обращение к Георгию Полтавченко по очередной проблеме в сфере оплаты ЖКХ, которая может привести к обрушению работы управляющих компаний и социальному взрыву.
Проблема возникла она из-за расхождения двух методик учета потребления тепло-ресурсов. Поставщики (ТЭК, ТГК-1) все последние годы выставляли УК счета по одним нормативам, а УК собирали с жильцов сначала по нормативам, отличающимся от тэковских, а после установки индивидуальных счетчиков - по счетчикам. При этом, пока у дома не появлялся общедомовой счетчик, ТЭК продолжал выставлять оплату по нормативам ВСЕМУ дому целиком, не разбираясь - кто из жильцов имеет личные счетчики, а кто - нет. Практика показала, что тэковские нормативы гораздо выше суммы показаний индивидуальных приборов учета. Так как за 6 лет у управляющих компаний накопились миллиардные долги, ситуация стала критической.
Как мне сообщил поставщик тепла ТГК-1, долги УК пред компанией составляют 771 млн рублей.
Чтобы как-то их отдать управляющие компании "отныкивали" средства с других статей, собираемых с жильцов - где-то делали подешевле ремонт, где-то экономили на уборке. Но долг все равно был неподъемен и многие ЖКСы уже начинали говорить о том, что его придется расписать на жильцов, что противоречило всяким мыслимым и немыслимым нормам и законам - ведь с граждан собирались снять деньги за тепло, которое они по факту не получали! И речь шла в средне о сумме в 4-5 тыс.руб.
Но другие источники погашения у УК, кроме наших с вами платежей, отсутствуют. В ближайшее время может начаться массовый арест счетов УК, а значит, невозможность оказания жилищно-коммунальных услуг.
Комиссия по горхозу предложила губернатору рассмотреть вопрос о возможности либо списания долга, появившегося благодаря непродуманным решениям чиновников, либо оплаты его за счет бюджета.
И это только первая серия из многосерийного фильма "Граждане против дебилизма и жульничества в ЖКХ". Следующая будет посвящена счетчикам и таинственным цифрам в платежках...

Since management companies have accumulated billions of dollars over 6 years, the situation has become critical.

In order to somehow give them to the managing companies, they "got out" of the money from other articles collected from the residents - somewhere they made cheaper repairs, somewhere they saved on cleaning. But the debt was still unbearable and many housing and communal services began to say that it would have to be painted on the residents, which was contrary to all conceivable and unimaginable norms and laws - because they were going to withdraw money from the citizens for the heat that they had not received in fact! And it was on average about the amount of 4-5 thousand rubles.
But there are no other sources of repayment from the Criminal Code, apart from our payments. In the near future, a mass arrest of the accounts of the Criminal Code may begin, which means the impossibility of providing housing and communal services.
The commission on the farm suggested that the governor consider the possibility of either writing off a debt that appeared due to ill-conceived decisions of officials, or paying it at the expense of the budget.
