Вчера прошли общественные слушания по изменению Генерального плана Санкт-Петербурга.
В отличие от прошлых общественных слушаний по проектам планировки кварталов в Петергофе, слушания по Генплану начались не в 16, а в 18 часов, и зал КДЦ «Каскад» не был заполнен «специально приглашенной» общественностью. Пришли только те, кого действительно волновало будущее района.
После небольшого доклада организаторов слушаний – главы района Д.А.Попова и разработчиков Генплана, жители стали задавать вопросы и вносить свои предложения по изменению зональности отдельных территорий района.
Представители Ломоносова, депутаты муниципального совета И.Н.Казаков и В.В.Журавлев говорили о переводе прибрежной территории у Сидоровского канала и восточнее его из промышленной зоны в зону «Р» (зона зеленых насаждений, пляжей и спортивных объектов), о признании «зелеными» территориями берегов Меншиковского канала, Александровского парка на Ораниенбаумском проспекте, о сокращении территории, отданной под создание промзоны «Ломоносовская».
Кстати, от организаторов слушаний жители узнали, что территория под мусороперерабатывающий завод в районе ул. Астрономическая все-таки вернутся в «зеленую» зону.
Много предложений было посвящено снижению высотности застройки. Я предложила убрать с Троицкой горы зону многоэтажной застройки и оставить только зону ИЖС, по факту занимаемую домами деревни Троицкая (с этим предложением согласны и в райадминистрации). Она же предложила убрать зону 3ЖД с территории т.н. «24 квартала», понизив ее хотя бы до 2ЖД (максимум 5 этажей). Однако один из жителей, выступавший после депутата, внес более радикальное предложение – 1ЖД (одноэтажная застройка).
Еще проблема - поселок Ольгин канал, попавший, «благодаря» порту Бронка в зону И4 (инженерная инфраструктура), в которой де-юре вообще не может существовать никакой жилой застройки. Последствия этого для старинного поселка не стоит объяснять – теперь его как бы и не существует. Здесь надо установить жилую зону 1ЖД.
Поддержала уже высказанные предложения о переводе в «зеленую» зону побережья Финского залива в Петродворцовом районе в связи с тем, что сегодня идет работа над концепцией создания здесь единой территории для отдыха и спорта.
Активисты Независимого Общественного Совета внесли несколько десятков предложений. Это, в частности, более 40 ранее отклонённых поправок от КГИОП. В основном они касаются сохранения различных территорий, на которых или вблизи которых находятся объекты культурного наследия. Также предлагается оставить берег о.Бауш в зоне Р1, дабы доступ к озеру был у всех жителей. Предложено вернуть в зону парков участок под виадук из 23-го квартала на Озерковую. Напомним, что Совет всегда последовательно выступал и отстаивает идею создания подземных переездов, более дешёвых и экологичных.
Однако самым горячим стал вопрос о судьбе склада нефтепродуктов и т.н. «овощебазы» на ул. 1 Мая в Старом Петергофе. Жители, один за другим, требовали не допустить расширения территории складов (о чем просят их владельцы) и вообще разобраться с происходящими там многочисленными нарушениями природоохранного законодательства и всех санитарных норм. Глава района обещал взять вопрос под личный контроль и провести проверку.
