Сегодня состоялась встреча подведомственных вице-губернатору Албину комитетов с группой независимых депутатов. Любопытно, что ряд комитетов (тарифы, энергетика) вместе со своими подведами пришли в составе первых лиц, а Жилком, к которому было больше всего вопросов, отвечал на них силам начальников отделов. Фонд капремонта ВООБЩЕ НЕ ПРИШЕЛ. Я понимаю, что на мои реально трудные вопросы рядовые служащие комитетов, даже зная ответы, озвучить их не могли. В итоге на все вопросы ответы были в стиле: "Да, проблема есть, это плохо... Да, вопрос давнишний... Не может быть, надо проверить... Не могу ответить..."
В итоге нет ответа на вопросы: почему наши УК который год убирают зимой чужую (не придомовую) территорию за свой счет (т.е. за счет жильцов), на дворе апрель, а денег от города до сих пор нет. Почему по сравнению с прошлым годом УКашкам увеличивают площади этой "добровольной нагрузки", а оплату работ наоборот уменьшают? Положительно ли это скажется на качестве уборки?
Почему ГУЖА, т.е. "город" в крупнейших районах не платит взносы в фонд капремонта за квартиры и нежилые помещения, находящиеся в его собственности. Задолженность колоссальная.
Почему ГУ ЖА (собственник муниципального жилья) является самым большим должником по оплате ЖКУ и при этом с них, как с собственника, этот долг нельзя даже по суду истребовать?
Откуда взялось увеличение почти в 2 раза площадей нежилых помещений. В январе "нежилья" в частной собственности выявлено 1 180 тыс. кв.м, в феврале - 1 884. Складывается впечатление, что проблема в учете собственности Петербурга и частников (вернее, в его отсутствии). Тогда где взносы на капремонт за эту "выявленную неучтенку" и кто владеет точными данными о площадях и собственниках имущества в МКД. Похоже, никто.
Почему срываются конкурсы на проведение работ по капремонту? Неподъемные условия участия в конкурсах малого и среднего строительного бизнеса вкупе с явно заниженными сметами ставит на грань срыва программу капремонта. А крупным строительным компаниям этой "ерундой" заниматься неинтересно.
Ни на один вопрос ответов не получила. Задам их завтра лично вице-губернатору
