Я присутствовала на этом заседании Совета и вот мое мнение по результатам обсуждения.
Это не проект, а концепция. Фантазия. Хотелка. Об этом, кстати, говорили и многие члены Совета. Я не буду называть имен этих людей - это чиновники достаточно высокого ранга - но их мнение таково: за этим "проектом" нет ничего, кроме возможности освоить деньги на собственно разработку проекта. Подтверждает это мнение тот факт, что никто не смог назвать хотя бы примерно источник этих мегагалактических средств, которые будут затрачены на 1) Реставрацию огромных площадей объекта культурного наследия и 2) на создание и поддержание(!) инфраструктуры конного центра. В наше-то время! А тем более, никто не понимает, как инвестор эти средства собирается вернуть. Ведь даже на западе содержать одну(!) спортивную лошадь может себе позволить только очень богатый человек. А тут речь идет о 80 лошадях минимум. Кому это по карману и как это будет окупаться?
Да никак. Судьба этого проекта очень напоминает судьбу проекта путепровода в Старом Петергофе: изначально потратить огромные деньги на бумаги, ЗНАЯ, что это проект никогда не сможет быт реализован из-за отсутствия согласования КГИОП. ЗНАЯ, что сумма, заложенная в нем, абсолютно неадекватна и никогда не будет выделена бюджетом. Но почти 10 лет вешать людям на уши лапшу и - что самое страшное! - отказывать в требовании рассмотреть альтернативные реальные варианты. В результате - проект устаревает, других вариантов нет, денег нет, путепровода нет. Но в основании кто-то поимел сотню миллионов, "затраченную на проект".
Здесь, боюсь, выйдет так же. "Концепция" будет разработана, деньги освоены, а комплекс останется стоять в нынешнем виде. Тем более, что сам Албин подтвердил, что Федерация конного спорта не в курсе и собирается строить свой современный комплекс под Сестрорецком. При этом понятно, что строить современный комплекс с нуля гораздо дешевле и удобнее, чем пристраивать пузыри а-ля Михайловка внутри исторического каре.
И еще хочу уточнить. Не ведитесь на заголовки в СМИ о том, что Совет "утвердил проект" и тем самым вопрос о конюшнях решен. Совет по сохранению культурного наследия рассматривает проекты не ВООБЩЕ, а только в части соответствия законодательству о сохранении культурного наследия, в части адекватности предложений по реставрации, насколько исторический комплекс будет со[ранении при приспособлении под то или иное использование. Совет всего лишь подтвердил, что ЭТОТ ПРОЕКТ НЕ ПРОТИВОРЕЧИТ законодательству о сохранении культурного наследия. Это не означает, что не может появиться другой проект. И это не значит, что данный проект появления конюшен на сотню лошадей в центре города не противоречит здравому смыслу.
Кстати, я спросила, где предполагается выгуливать этот эскадрон. Мне ответили, что проект предусматривает "возможность"(!) выгуливать внутри комплекса. Вот вам уровень разработки.

Of the equestrian center infrastructure. In our time! Moreover, no one understands how the investor is going to return these funds. After all, even in the west only a very rich person can afford to keep one (!) Sports horse. And here we are talking about 80 horses at least. Who can afford it and how will it pay off?

The fate of this project is very similar to the fate of the project of the overpass in Old Peterhof: initially to spend a lot of money on paper, KNOWING that this project can never be realized due to the lack of coordination of the KGIOP. KNOWING that the amount laid down in it is absolutely inadequate and will never be allocated by the budget. But for almost 10 years people have been hanging noodles on their ears and - what’s the worst thing! - refuse the requirement to consider alternative real options. As a result, the project is becoming obsolete, there are no other options, no money, no overpass. But at the base, someone had a hundred million "spent on the project."
Here, I'm afraid it will work out the same way. The "concept" will be developed, the money spent, and the complex will remain in its current form. Moreover, Albin himself confirmed that the Equestrian Federation is not up to date and intends to build his modern complex near Sestroretsk. It’s clear that building a modern complex from scratch is much cheaper and more convenient than adding bubbles a la Mikhailovka inside a historical square.
And I want to clarify. Do not be fooled by the headlines in the media that the Council "approved the project" and thereby the issue of stables is resolved. The Council for the Preservation of Cultural Heritage does not consider projects in general, but only in terms of compliance with the legislation on the preservation of cultural heritage, in terms of the adequacy of proposals for restoration, how historical the complex will be [wounded when adapted for a particular use. The Council merely confirmed that THIS PROJECT DOES NOT CONTRADICT with legislation on the preservation of cultural heritage. This does not mean that another project cannot appear. And this does not mean that this project of the appearance of stables for a hundred horses in the city center does not contradict common sense.
By the way, I asked where this squadron is supposed to be walking. They answered me that the project provides for “the opportunity” (!) To walk inside the complex. Here is the level of development.
