Одна из новостей прошедшего дня - отказ Великобритании признавать дипломы российских вузов

Причем, поводом сделать это "новостью дня" послужил комментарий пресс-секретаря Посольства РФ в Великобритании на вопрос СМИ о статистическом сокращении обучающихся там российских школьников и студентов.

Вызвавший столько шума отказ был назван как один в числе других причин. Т.е. известно об этом "недружественном" шаге Великобритании было уже какое-то время до судьбоносного вопроса журналиста на пресс-конференции 27 апреля.. Получается, что информация эта выяснилась в достаточной степени случайно и могла бы оставаться незамеченной в информационном потоке ещё неизвестно сколько времени.
Поэтому любопытно было узнать 2 вещи:
1. А когда же всё-таки решение об отказе было принято Великобританией?
2. Что вообще происходит с другими странами в вопросе о таких соглашениях?
По информации МК в 2013 году, когда главой Минобрнауки был еще Дмитрий Ливанов, сообщалось, что Россия и Великобритания собираются подписать договор о взаимном признании дипломов о высшем образовании и ученых степеней — с Францией, например, соответствующее соглашение было подписано в июне 2015 года. Самой же даты решения найти нереально, т.к. отказ подписать документ нигде не фиксируется.. Но ясно, что решение было принято в период времени начиная с 2013 года (когда поступила инициатива о подписании такого документа).. Так что свежей новостью это не назовешь).
По 2-му вопросу, обратившись к сайту минобрнауки можно обнаружить то, что найти там какую-либо информацию практически невозможно:

Зато есть неофициальные сайты, где можно найти разделы с перечнем Международных договоров о взаимном признании документов об образовании:

Договоров этих действительно не мало, и они действующие (т.к. бессрочные). Но любопытно то, что большинство из них заключалось ещё во времена... СССР!!! (чуть ли не единственное исключение из числа развитых европейских стран - упомянутая выше Франция). Судя по всему, этот аспект международной деятельности минобрнауки особо не волнует - может не актуален и это формальность, которая никому не нужна, может просто не хотят работать, может - политика..
И чего же тогда всех так напрягла история с Великобританией..?)

But there are unofficial sites where you can find sections with a list of international agreements on the mutual recognition of documents on education:

These agreements are indeed quite a few, and they are valid (as long-term). But it is curious that most of them were still in the days ... of the USSR !!! (almost the only exception from the number of developed European countries is the aforementioned France). Apparently, this aspect of the international activity of the Ministry of Education and Science does not particularly care - it may not be relevant and this is a formality that no one needs, maybe they just don’t want to work, maybe politics.
And why then was the story with Great Britain so annoying ..?)
