Несколько тезисов про реформу РАН.
1. Единственное, чем можно возмущаться, - тем, что в думу готовый законопроект отправили внезапно и без обсуждения с учёными. Это действительно неправильно. Но чисто по-человечески понять минобрнауки я могу: реформирование РАН обсуждается уже не один год, но так и не выходит на уровень конкретных действий, сталкиваясь с чьим-то несогласием. Кардинальную реформу безболезненно провести невозможно, а ситуация с наукой в стране продолжает ухудшаться. Судя по всему, министерство перешло к решительным действиям, и хочет провести реформу таким вот азиатским методом - потому что по-человечески у нас не получается. Содержание законопроекта, к слову, отражает обсуждаемые в последние годы проблемы, а А. Гейм заявил (в тексте ниже), что, по сути, там всё то, о чём он лично говорил Ливанову.
2. Наблюдая со стороны, могу сказать, что команда в минобрнауки выглядит очень адекватной. Почитайте биографию Ливанова, его интервью посмотрите (у Познера, например). Он абсолютно адекватный человек, целеустремлённый, который реально хочет, чтобы в России вновь появилась наука. Он не путинский дружок: тот его постоянно шлёпает: за невыполнение нереалистичных указов, за привлечение международных аудиторских компаний к оценке состояния отечественных учреждений, за критику антисиротского закона, наконец.
3. Министерство конфликтует с РАН - из-за критики её консерватизма, с думой - из-за разоблачения липовых диссертаций, с университетами - из-за оценки их эффективности. Неудивительно, что так много людей хватаются за любой повод пнуть министерство.
4. Уже несколько лет подряд я читаю интервью с известными отечественными учёными, работающими в России или за рубежом, и почти все говорят о том, как плоха РАН.
5. Никакому государству не выгодно разваливать свою науку. Подобные заявления - это полный бред и маразм. Наплевать на гуманитарную науку или дисциплины со слабым военно-промышленным выхлопом жлобы могут, но никто не будет просто так убивать науку.
Ещё раз повторю главное: минобрнауки поступило неправильно, не обсудив текст законопректа с научным сообществом, но причины этого вполне понятные: провести жизненно необходимую реформу, а не погрязнуть в очередных обсуждениях того, как накормить волков и сохранить овец. Я думаю, лучшим для нашей страны исходом будет принятие закона осенью с правками деталей в диалоге с учёными.
Пишу это не потому что я рупор здравомыслия рунета, а потому что у меня в ленте появляется много репостов на тему "катастрофа", "отечественную науку добивают" и тд. Коллеги, будьте критичнее к тому, что слышите.
P.S. В версию про М. Ковальчука - физика, друга Путина, который конфликтует с РАН, за что академия будто бы должна поплатиться, я не верю.

A few points about the reform of the RAS.
1. The only thing that can be outraged is the fact that a ready-made bill was sent to the Duma suddenly and without discussion with scientists. This is really wrong. But I can understand the Ministry of Education and Science in a purely human way: the reform of the Russian Academy of Sciences has been discussed for more than a year, but it still does not reach the level of concrete actions when faced with someone's disagreement. It is impossible to carry out a radical reform painlessly, and the situation with science in the country continues to deteriorate. Apparently, the ministry has taken decisive action, and wants to carry out the reform in such an Asian way - because humanly it does not work out for us. The content of the bill, by the way, reflects the problems discussed in recent years, and A. Game said (in the text below) that, in fact, everything is there that he personally spoke to Livanov.
2. Observing from the outside, I can say that the team in the Ministry of Education and Science looks very adequate. Read the biography of Livanov, look at his interview (at Pozner, for example). He is an absolutely adequate person, purposeful, who really wants science to reappear in Russia. He is not Putin's friend: he constantly spanks him: for failure to comply with unrealistic decrees, for involving international audit companies in assessing the state of domestic institutions, for criticizing anti-orphan law, finally.
3. The Ministry is in conflict with the Russian Academy of Sciences - because of criticism of its conservatism, with the Duma - because of the disclosure of fake dissertations, with universities - because of the assessment of their effectiveness. It is not surprising that so many people clutch at any reason to kick the ministry.
4. For several years now, I have been reading interviews with famous Russian scientists working in Russia or abroad, and almost everyone talks about how bad the RAS is.
5. It is not profitable for any state to ruin its science. Such statements - this is complete nonsense and insanity. Spit on humanitarian science or disciplines with a weak military-industrial exhaust goons can, but no one will just kill science.
Once again I will repeat the main thing: the Ministry of Education and Science did the wrong thing without discussing the text of the draft law with the scientific community, but the reasons for this are understandable: to carry out a vital reform, and not get bogged down in the next discussions on how to feed the wolves and save the sheep. I think the best outcome for our country will be the adoption of a law in the fall with corrections of details in dialogue with scientists.
I’m writing this not because I’m the mouthpiece of sanity in Runet, but because I have a lot of reposts on the topic “catastrophe”, “domestic science is being finished” and so on. Colleagues, be more critical of what you hear.
P.S. I do not believe in the version about M. Kovalchuk, a physicist, friend of Putin, who is in conflict with the RAS, for which the academy must pay a price.
