Что может быть хуже невежества?
Только невежество управленцев, любых. Но государственные управленцы-невежды — это вообще недопустимо. Как и государственные управленцы с психическими отклонениями, например.
Сейчас в рунете активно обсуждаются минимум две истории, связанные с невежеством на государственном уровне: арест Дмитрия Богатова и блокировку интернет-радио Zello.
Это не первые случаи в практике применения государственного законодательства, когда решения, связанные с информационными технологиями принимаются людьми, не понимающими сути проблемы и пытающимися хоть как-то выкрутиться, вместо того, чтобы разобраться.
А когда государство разобраться не может, решение всегда оказывается одно — найти козла отпущения. Авось, пронесёт, и никто не заметит.
Наверное, этот процесс сработал как-то так в их головах:
1. С IP-адреса /гражданина/ была опубликована информация /которую мы считаем плохой/;
2. Мы не знаем, кто её опубликовал. И не можем узнать (никто не может, в силу использованных технологий);
3. Но наказать кого-то надо. Раз уходило с его компа, накажем его.
То же самое невежество сыграло на днях злую шутку и с интернет-радио Zello (как раньше с сетью профессиональных контактов LinkedIn). Алексей Гаврилов — руководитель проекта Zello — хорошо описал ситуацию в блоге приложения:

Если коротко, статья 10.1 Федерального закона от 27.07.2006 № 149-ФЗ «Об информации, информационных технологиях и о защите информации»:
• устанавливает абсурдные с технической точки зрения требования
• для очень обтекаемо сформулированной группы «организаторов распространения информации в Интернете».
А если поиграть понятиями, как любит делать наше государство, это: все социальные сети, мессенджеры, провайдеры электронной почты и даже интернет-форумы. То есть почти всё, чем ты пользуешься в интернете. И если ты, слыша эти новости, думаешь, что уж тебя-то это точно никогда не коснётся — продолжай думать так дальше, не делай ничего, чтобы это исправить. Авось, пронесёт.
